I'm a westerner who's able to speak Mandarin through living and working in Taiwan for 17 years. Would like to move to China. What's the best route to getting established there?

Don't expect too much. Your Mandarin skills are worth next to nothing. It's a myth that speaking Mandarin is of much importance in the working life in China. China has already quite a number of Mandarin speaker and the demand for Mandarin speaking foreigners (which often have problems reading and writing) is really not that high. It does make your private life much easier though. What they need is any sort of skill other then language that you are good at.

agree, there are so many people who speak great English, the demand for western Mandarin speakers is not high, it may help a little in getting a job but not much at all

Maybe you can apply a job at your own country's embassy located in China.
