i have a friend in dubai which is indian national and he will find me a new job maybe at their company, but i need to go first to dubai, and then he will help me, i dont know what procedure do i need to do first, what papers do i need to prepare, and how to apply a visa?

you can go on tourist visa... b there for 2 months and than get working visa once selected by the company..... all d best.. cheers!!
