im here in philippines, I want to get a police clearance in taiwan in what way?

Well, Taiwan probably doesn't have an embassy in the Philippines, but they probably have a TECO (Taipei Economic and Cultural Office) in Manilla. They perform the same functions as an embassy and should have access to your records from when you lived in Taiwan.

I know there are a lot of American ESL teachers and lonely guys looking for women in Taiwan. Does anyone know how many Americans live in Taiwan? Cite your source of information, please.

You don't know there are a lot of American ESL teachers and there are no lonely guys looking for women in Taiwan. However, the National Immigration Agency and the Ministry of the Interior has reported that there are well over 350,000 foreigners living in Taiwan as of Dec. 31st, 2009. 32.7% of these are Indonesians 22% are Thai both of these are usually laborers for factories and servants or maids etc., according to Ministry of the Interior stats there are only about 2.5% of the population that are Americans. All of whom are hard working people, the majority is listed as working in Education, followed by independent enterprises (these are Taiwanese or foreign owned companies), Government contractors, and the smallest number is entrepreneurs and spouses. <edit> I forgot to add the that there is a large portion of students studying proper Chinese, and other fields in Taiwan's Universities and language schools. I agree with Richard M, that you only want to use this information to cause trouble and do more trolling so I am not going to give you anymore information. So your just going to have to contact with Ministry of the Interior yourself and explain to them that you only want this information to disseminate fictional information, to troll and spam the China boards with crap to bombard people with fictional statistics only to make Taiwan look bad and spread xenophobia. <edit> Cultural Ignorance, you lack of knowledge never ceases to surprise me. I see from the answers so far that angry Americans are unhappy with your question. Americans become enraged easily, so always beware of their emotional instability. It is unknown how many Americans live in Taiwan because the Taiwanese government keeps that information secret. In fact, very little factual information can be obtained about Taiwan without running into the Taiwan government's censorship and cover-ups. I estimate that 500 to 1,000 Americans live in Taiwan based upon the number of ESL teaching jobs there. Americans have no legitimate reason to live in Taiwan, but low paying ESL jobs attract a strange mix of American economic refugees and drifters seeking social acceptance.

How to get a police certificate from taiwan and Dubai?
I work before in taiwan and Dubai, The problem is US embassy needs of police certificate for my fiancee visa, How to get that coz I live here in philippines for two years... Pls help me if you know this kind of problem... thanks......

May be they want a clearance from the Police, which is quite normal. You may ask your fiancee if he is living in Taiwan or Dubai to personally approach the police authorities there to give the necessary certificate. If he is no longer there, you may have to approach them through their embassies, in the country where he lives, presently.

It seems that the best place to get it would be from the Foreigners police. It's on Chunghwa Rd. (or back entrance on Yenping st) and not too far from the #2 Filipino community near the railroad station.
