I want to get my parents a cordless phone - they live in Taiwan though, so I'm wondering if a cordless phone (not a cell) purchased in the U.S. can work in Taiwan?

only if it is (also) GSM. U.S. use CDMA, taiwan like europe, use GSM network. your phone must also works on GSM network. which most (new) phone do, especially other than U.S. brand like ( nokia, samsung....ect ). technically it has to be "quad band".
